Is there a way of removing all computer programs except pictures from computer?

I want to restore my computer to factory settings, but I do not want to lose (or have to save somewhere else) my photos. My computer is having all sorts of issues such as IE not working, the my computer location freezing and saying not responding anytime I try to run a disk, and other small issues. I have to keep my photos for my job. Is there a way of removing everything that wasn't factory related except my photos?

Unfortunately, that cannot be possible. Your pictures will need some programs to run. Your computer might be virus infected and so by just removing some programs it won't solve the problem. Back-up your pictures and do a fresh OS installation.
