I am not quite sure what you are asking. However, I think I am close. So, I will answer by example. I had a membership list at my last job of about 1,000 persons. I sent a daily bulletin out each day. I used an offsite e-mail server, which was connected to an internet connection that was bigger and faster than my in-office connection.
So I would prepare the bulletin, copy all the names to the BCC line and send it to myself. It would go from my computer to the offsite server, which took about 30 minutes. From that point, they went out in a matter of minutes. My bulletin had a lot of graphics in it, so accounted for the lag time. This was all automated. If there had been an attendant at the offshore server, I could had sent one copy to them and let them add the other names, but our address list was constantly changing. I hope this is of some help. I think the short answer to your question is yes. I am just not sure it meets your needs.
