It is a tag that was made, (I believe by AT&T), to type into your cell phone before getting into the car to avoid others from sending you text messages while you are driving. It was made for all who text, but mainly to stop teens from doing it. Originally Georgia was trying to be the first state to start it.

sheila, Unfortunately there are teens, and some others, who still try to answer it getting tickets or causing accidents. They are simply distracted by the ring, beep, whatever. It is easier not to have anyone call.
Maybe without the # sign it is for Twitter. My radio announced this one with the # at the end for stopping texts. Since the station is in GA, they suggested GA be the first state to use it.
