A 99.9% uptime for your website means that your website will not go down for more than 43 minutes in a month.

As you can see here, the sample websites that Web Hosting Review used for their data have experienced better than 99.9% uptime for the past three years running, but Bluehost missed the mark just slightly in the two years before that.
