In some cases it is true. But not in all cases. A palace was just a residence. It was a big office, cabinet meeting place, a place to visit foreign dignitaries, etc. And, a royal also needs security, temple for their poojas, a kalyana mantap as they cannot hold marriages in a common choultry for security reasons, etc, etc.
