Why don't more people live along the Oregon coast line?


I was noticing that Coos Bay, a town along Oregon's coast, has the largest population of any Oregon coastal town. It was true back in 2010 I believe, but the population wasn't that big. It really surprised me, and I wonder if anyone has thoughts on why that is. For instance, wouldn't it be a great place for people to retire, even if there wasn't work there in their younger years?
