supreme...It is the seat (home) of the government in the United States of America. It would be similar with the Vatican being in Rome, but it is not a state or separate county in Rome.
The Vatican is in Vatican city which is considered the smallest country in the world. Washington D.C. is merely a city and the capital of the United states.

It is not a city, state or plain district. It is a 'federal district' besides being the capitol located on the border of Virginia/Maryland - more in Maryland.
