    Simple answer, yes.

    There are two scenarios that could make this possible.  If there is a solid mantle of a material other than salt, there would be no contact between the water (assuming you're talking about frozen water when you say ice) and salt.

    If there is no mantle salt water freezes at -6 f or -21 c so as long as the planet stays below that point, there would be no problem.  Even if the temperature got above -6 f, a layer of liquid water might form, but it would have to stay above -6 f for a very long time before the core would dissolve.

      now suppose this ice planet with a salt core were planet earth and the planet mercury crashed into this planet 3.8 billion years ago.  Could the land on earth be extraterrestrial?
