When I got into the editor, the hub tools and everything in right margin cuts off at 100%. In order to fully see them, I have to reduce down to 90%. This makes everything tiny. I also seem to have some weird things happening with the ads moving up and down on the pages in the right margin. They are getting stuck and cut off similar to what's happening in the editor. Thanks for your help in advance.

Sorry you are having issues using the HubTool.
I checked one of your Hubs in the Hubtool using Chrome 40 and Windows on a display that is 1920x1080 and it didn't cut off until I zoomed in 200%.
What is the resolution of your screen?

Does this occur on all of your Hubs or specific ones?
If it is only a subset, please share the URL and/or title of an example Hub.
It's actually happening on all the hubs in the editor. The resolution is 100%. I can't get see everything in the right margin until I reduce it down to 75%. I can get most of it, but not all at 90%.
I have tested using Chrome 40 in Windows 7 and Windows 8.1 and still an unable to replicate the issue you are describing.
I would advise clearing your browser cache, checking for any upgrades to Windows (using Windows update), check for a browser upgrade and then restart your computer.
If you continue to have problems, then my guess at this point is that it is likely related to a low resolution display.
Screen resolution refers to the pixel dimensions for a monitor.

My monitor, for example, is 1920 x 1080 pixels (also known as Full HD).
I tested on another smaller display as well.

On Tuesday my old PC finally died and so I was offline until I could get a new PC and get it set up. I got back online yesterday but I am now using Windows Vista and having a few problems. Here on Hub Pages the display has changed and whereas before the full screen was used now about 2/3 is filled...

You know why I think my hubs on Obama bother so many of you so much? I think it is because you want to believe so badly that what is happening is not happening. It is a scary thing but you can't just look right past it to give you comfort in the belief that what happens to other countries...
