Use Gimp (open source - free) photo editing software to scale the image to the desired size. NB Gimp will open - and save to - virtually any picture format (jpg - gif etc) that you care to name.
Use Inkscape (open source - free) graphical editing software to arrange the image on the printed page. Hit the print button.
You could also re-size the image directly in Inkscape but Gimp gives you more options.
