What is Wrong with our Post Offices.
The Indian Government Office with Lowest Corruption in the Country is our Post Office is my stupid opening line of this Hub.
All over the places I have seen in India you need not bribe to buy a stamp.However the same stamps are sold right next to the post office if it is a holiday or closed for the day.The fellows who buy the stamp in bulk are known persons to the stamp vendor of the post office but he cannot tell him not to buy so many stamps.He even cannot ask any question as to why he regularly buys so much stamps and he cannot complain to any of his superiors,he has the power to sell the entire stock he has just for one buyer.The next man in the line may not get his need if he wants 50 nos of Rs.5 Stamp and if the person and the counter has no stock he will suggest that he may buy 250 nos of Rs.1 stamp or 125 nos of Rs.2 stamp or buy both of them to get equal number of stamps.equal to Rs.250.If the person gives him Rs.1,000 note he may refuse to accept saying he has no change.The real reason is every one comes to the post office with Rs.500 or Rs.1,000 notes. and there are fake Rs.500 and Rs.1,000 in circulation and he cannot say the note is fake as he is unable to make out a fake note.
The system is such since more than a century in this country and will go on till such time stamp vending machines are not installed in our country.We have ATM'S but not SVM'S (Stamp Vending Machines ) as postal dept cannot handle these machines since they all are highly technical and the staff in postal dept are not trained nor they want any training and even if they are forced to take the training there may be nation wide closer of all post offices all over the country demanding extra unreasonable wages.There may be Protest Marches,,Shops Closed,Schools Closed,Public Transport Suspended,to add fuel to the fire some buses may get damaged and opposition in the parliament may also cross swords with govt.Things will cool down once the govt announces that a GOM ( Group Of Ministers ) will take up the matter and a report made to be presented in the parliament for debate and action after all the umpteen of the political parties will agree for a formula to be passed to get upper house presentation.which will pass it up to the president to give his final approval or forwarded back for looking in to consequences in other national enterprises like Railways..
The Govt do not want to burden itself with more men as they know FAKE stamps will take over real stamps since our xerox technology which is highly geared with persons to who can produce fake stamps blindly as they produce currency notes itself.The country's Fake / Duplicate / adulterated products is so much with a strong mafia that one person who produced billions of rupees worth of fake revenue stamps that he made the revenue stamps itself go out of sale when he was caught and still is in jail with all free medical facilities that he now says he is fed up as to why he is not punished when he has admitted his guilt. He might see the day judgement if it is delivered if he is alive.The Chief Minister of a State says his State is the best state among all states as it has shown 11 % growth rate but can he say that he has ONE POST OFFICE in every VILLAGE of his STATE.
I lived in a villages in tamil nadu where there was no post office or kindergarten school or good roads or drinking water.Electricity was just a apology for power as there was power cut for 8 hours a day.After I discussed the matter with the village president he was convinced that a letter must go to the chief minister.I wrote a letter to the Chief Minister which was forwarded to the local Block Development Officer (B D O),he in turn called the village panchayat president and I do not know what happened.The village panchayat president stopped discusing any thing about village matters and told me that all things will be taken care of by the B D O and I need not write any reminders even on any matter.
In a Report to the people published by the postal dept website there is no provision for any economic devlopment for postal department in the year 2012 - 2013.How can govt look the other way when rural people have no means to send a letter or a post card to their sons or daughters who study in far away schools and colleges in big city's or foriegn countries.I had to live in a village on a project and my efforts to start a school to teach English to children of 6th,7th and 8th standard boy's and girl's was a 100% failure.Most of these children went to school to have free nutricious food and I could not provide then free biscuts at least.These children eat only one course of meal once a day and there are no free food available in any of the places near by to their home.( Like Temples where free prasad is distributed ).
To generate more revenue from the postal department govt can do many things but there is no motivation by the postal workers to do anything that will ultimately result in better working envirnament to these workmen.Many of the letters do not reach their destination.No one is responsible.There is SPEED POST which is satisfactory but poor people cannot afford this fecility.like wise the EXPRESS PARCEL POST is also not populor people would prefer Courier Service rather than Govt Parcel Post.Even these fecilities are not available in many towns in all post offices.
e POST PROCEDURE.
- Fill up the “To Remit Payment” (TRP-1) form as it appears on screen and press submit. The e Post Office will then take you to the site of the payment gateway where your online payment will be processed.
- After confirmation of payment you will receive a 16 digit iMO number which you can view in My Transactions. Please note this number carefully because payment will be made on the basis of this number. This number will be available online only for 24 hours.
- The details of your transaction minus the secret 16 digit iMO number will then appear on screen. You can either print the receipt at that time. In case you choose not to print you can access this receipt any time by looking in My Transactions at the e Post Office.
- Please note that in order to book an iMO you have to first register on the site and create an account. The advantage would be that your details would only need to be filled once and thereafter would automatically be filled whenever you book an iMO.
In case of any grievance please contact.the Post Master of your Local nearest Post Office.
- Receiver to present the 16 digit iMO number at any designated iMO post office counter and will fill up and submit a “To Make Payment” (TMP-1) form along with a copy of his personal identity proof.
- Receiver can receive the payment in cash upto Rs.50,000. He can also receive the payment through his post office savings bank account in the same iMO office.
- Photo Identity
- Voter’s I-Card
- PAN Card
- Ration Card with photo of the receiver
- Post Office Identity Card
- Driving License
- Passport
- School/college ID
- Official ID
- In case the Photo I.-Card has a valid expiry date the same is to be mentioned in ‘To Make Payment’ (TMP-1) Form.
TO RECEIVE THE PAYMENT YOU HAVE TO FILL UP A FORM IN ADDITION TO A ID CARD.DO ALL PEOPLE OF INDIA HAVE A ID CARD.
