Carl Alameda is a seasoned public service professional with over 20 years of experience in municipal leadership, education, and property management. His role as Assistant City Manager reflects years of practical involvement in shaping and supporting the core functions of local government. He has led operations in key departments, including human resources, finance, emergency preparedness, and public information. His work has also included developing a citywide performance evaluation and training program to strengthen organizational growth and staff capabilities.
After completing a degree in political science with a concentration in public administration from California Polytechnic State University, he pursued graduate studies at the University of Southern California. There, he earned both a Master of Public Administration and a Master of Planning, graduating with recognition as a Dean’s Merit Scholar. These academic achievements laid the foundation for his career in public administration, equipping him with the knowledge and skills necessary to manage complex systems and inform policy decisions.
Over the years, he has held multiple leadership positions, including Assistant City Manager and Director of Administrative Services. He also took on interim roles for the Public Works and Finance departments during periods of transition. In each role, he managed responsibilities that included budget oversight, labor negotiations, emergency response planning, and cross-departmental coordination. His work included modernizing staff evaluation procedures, advancing citywide planning efforts, and serving as liaison to both the Art Commission and Disaster Council.
In addition to his work in public administration, he brings nearly two decades of experience in managing residential and commercial properties. His property management background covers HUD-regulated Section 8 housing as well as market-rate rentals. His responsibilities have included ensuring regulatory compliance, overseeing maintenance operations, addressing tenant concerns, managing budgets, and collaborating with accounting professionals for accurate reporting and financial tracking.
Since 2018, he has also served as an adjunct professor at the USC Sol Price School of Public Policy, where he teaches in the Master of Public Administration program. His courses are built on the connection between academic learning and professional practice. He has remained involved with USC through service on the Board of Governors and the alum association. He also helped establish a fellowship program that supports students interested in pursuing careers in local government.
His commitment to the public sector includes leadership in several professional associations. He has served as President of two organizations and chaired a regional division within one of them. These roles have allowed him to contribute to the advancement of public service through mentoring and professional engagement.
Outside of his career in government and education, he has dedicated nearly twenty years to coaching youth and high school sports. His experience spans football, baseball, and softball and includes leadership in local athletic programs. He continues to support his alma mater and remains active in university athletic associations, maintaining close ties to institutions that shaped his early years.
Carl Alameda’s professional journey demonstrates a continued commitment to public service, education, and community development. Through his work in municipal leadership, teaching, property management, and volunteerism, Carl Alameda remains committed to building robust systems and supporting the people who depend on them.
