Carol is a native born Washingtonian, reared in Rockville, MD with her younger brother Jim. She spent almost four years of her early childhood years in England (UK). She accepted Jesus as her personal Savior at the age of 14 when her parents were saved and began to regularly attend Viers Mill Baptist Church in Wheaton MD.
At the age of 20, Carol taught 3rd graders for about 3 years using her own Sunday school teacher as a role model. Anita Lancaster was the Adult choir director, as well and a wonderful Christian woman and teacher. As Carol reflects upon her early years in church, she realized that she tried to do it all by her power and ability. She said, “It never really occurred to me to ‘put my trust in God,’ and to live by the power of the Holy Spirit.”
Fourteen years and four children later, the Holy Spirit spoke to her heart through the ministry of a Christian woman God placed in her life. Carol attended a workshop, led by Jo Anderson, held at her church. The workshop was called Fascinating Womanhood. This later became known as Renewing Love. It was 1970, after her fourth and last child had been born in April that she attended the classes that would change her life, her walk and her talk forever. Church and her personal life took on a whole new meaning. Growing in the Lord, she worked as a Sunday school teacher in the Youth Department (from 2nd Grade to 12th) for about 5 years, was on many committees that led to becoming Chairman of the Social Action Committee. This position introduced her to a Virginia State Senator, Charlie Waddell. She went to him with the story of a Chinese/Vietnamese family of 10 held in bondage in the basement of a private home. Through his help the family was released from the home of a wealthy and prominent Fairfax resident. A number of factors in these events ultimately led to front-page headlines in the local papers and a long-lasting friendship with the family, who became her neighbors. Through witnessing two became believers.
On September 24, 1989, she joined Centreville Baptist Church, leaving Ox Hill Baptist Church after 21 years. Becoming a part of the body at CBC, she continued to grow spiritually and learned about her Spiritual gifts. Seeing the huge growth in CBC, she became aware of the need for small groups and joined the pastor’s small group “Culvert Ministry.” After completing Shepherd Training, Carol was commissioned by the Church as a Sunday School Shepherd, she taught Sunday School to the Upper Class, a group of loving seniors. She served on the CBC Stewardship Campaign, Foundations for Faith, as the Director of Communications. Carol worked with the GOGO’s as co-editor and writer for their newsletter.
Carol attended Montgomery County schools in MD and the Northern VA (NOVA) Community College in Loudon, VA, George Washington University and NIMA Training Facility (where she studied Cartography and Air Brush Techniques for Shaded Relief Renderings, in the mid-60's) in DC. She has also completed in-house classes including an off-site class, Desktop Publishing in 1988. As the Editor and Graphic Layout Artist for the Mapping Applications Center Newsletter called the coordinate for 10 years, she produced a Mapping Center Newsletter that was published and sent to retirees, other mapping centers across the United States, and distributed to center employees, 1986-1996.
Carol always felt these would be among the highlights of her government career:
She worked at the U. S. Geological Survey (USGS) in Reston VA until June 1999, retiring with 23 years of Cartography (Mapping) in the government and 10 years in private industry, to spend full-time with her husband, caring for him during his illness with pulmonary fibrosis. During her work at USGS she held the position of USGS Headquarters Disabilities Program Manager/ Office of Equal Opportunity, working in the Office of Equal Opportunity (EEO) in 1998. In this position she researched and wrote the USGS “POLICY AND PROCEDURES ON REASONABLE ACCOMMODATION FOR INDIVIDUALS WITH DISABILITIES” for the Office of Equal Opportunity, USGS, Reston Headquarters. Working as the Conference Coordinator for the 6th National Conference on Disabilities (LEAD—Leadership, Enrichment And Disabilities) held at the USGS in the fall of 1998, she enjoyed the role of hiring Keynote Speakers and Workshop Leaders for the Conference. As part of the National Mapping Center, Mapping Applications Center, Carol worked in a joint effort between The U.S. Geological Survey, the University of Maryland Baltimore County and other government agencies, Carol was part of a team working to construct a dynamic database of urban development for the Washington/Baltimore region from 1792 to 1992. In this effort, she co-authored a paper for the ASPRS (American Society of Photogrammetry and Remote Sensing) Conference of 1996 Baltimore MD. This paper is entitled “DEVELOPMENT OF THE TEMPORAL TRANSPORTATION DATABASE FOR THE ANALYSIS OF URBAN DEVELOPMENT IN THE BALTIMORE-WASHINGTON REGION.”
Working as the Disability Program Manager at USGS in Reston, and having gone through counseling training at work and off-site, Carol became interested in the Lay Counseling Ministry at CBC and co-counseled with Linda Gammon.
In June 1997, God brought a Christian man into her life to enrich and complete her spiritually through marriage in September 1998. With her husband, Bob Whitmore she became involved with Full Gospel Business Men’s Fellowship International and the foundation of a new church led by Rev. Gary Maines. The Centreville Community Bible Church (CCBC) was born and on its way. On the first Sunday in January 2000, Bob led her down the aisle at Mount Morris Baptist Church in Hume VA, to join his family church. As she joined with Mount Morris, her pastor Rev. Dr. Lindsay O. Green formally appointed her the position of Secretary where she served over 5 years. Bob and Carol continued to be involved at CCBC as well. Carol became a charter member of the church and Pastor Gary told her Bob was already a Founding Member. During this time Carol was alsoactively participating in the activities of Mount Morris and her church, Centreville Baptist Church. Both Centreville Baptist and Centreville Community Bible paid off his funeral expenses of almost $7,000. What a blessing! God is so good!
Over a year later, in 2001 God led a man, through Pastor Green, to preach revival at Mount Morris and almost year after that Carol married Rev. Alphonso Washington on July 4th, 2002. She is currently Secretary of the 2nd National Baptist Association Women’s Auxiliary, Assistant Secretary of the MMBC Deaconess Board, Women’s Sunday school teacher, Secretary of the 2nd National Minister’s Wives, Widows and Deaconess and works with Sister Fannie Wanser on the History Committee of the Fauquier County and Vicinity Ministers, Wives and Widows Fellowship. She had been doubly blessed with her husband, who said from the beginning he never wanted to take anything away from what she had with Bob, but he only wanted to add to it! Indeed he has and is. He has brought new meaning to passion and romance in their marriage and loves her as Christ loves the church! He is her covering. In 2009, she helped her husband publish his first book through Xlibris.com, "All in God's Time: Memoirs from my Life's Journey".
