Paul Delacourt concluded his exemplary 25-year tenure with the FBI in May 2021, retiring from a career marked by significant contributions to law enforcement.
Currently, he holds the position of Managing Partner at Stratagem Consulting, LLC. In this role, he collaborates with his team to deliver high-caliber executive consulting services in regulatory compliance, risk mitigation, business development, and cyber risk awareness. In addition to his consulting work, he is an Adjunct Lecturer at the University of Chicago Graham School, where he imparts his knowledge through a Master's course in Intelligence and Analysis.
Prior to his retirement, Mr. Delacourt served as the Assistant Director of the Strategic Realignment Program Management Office at FBI Headquarters in Washington, DC. His notable leadership was also evident during his three-year tenure as the Assistant Director in Charge of the FBI’s Los Angeles field office. There, he led an executive team that managed three operational divisions, intelligence operations, and mission services, encompassing nearly 1500 employees across seven counties in the Central District of California.
His career also included three years as the special agent in charge of the FBI’s Honolulu field office. Earlier, he was part of the Inspection Division at FBI Headquarters in Washington, D.C., overseeing reviews of field offices, national programs, shooting incidents, and special projects.
Mr. Delacourt began his FBI journey in 1995 as a special agent assigned to the Chicago Division, focusing on gang and drug investigations. Post-9/11, he shifted to the Counterterrorism program, operating out of Chicago, Washington, DC, and Atlanta, GA. His dedication to national security extended through temporary assignments to the Guantanamo Bay Task Force at FBIHQ, with deployments to Afghanistan, Qatar, and Iraq, where he served as the program manager for the Regime Crimes Liaison Office—a presidentially mandated initiative by the Department of Justice to investigate significant crimes committed by Saddam Hussein and his regime.
From 2009 to 2011, he functioned as the FBI liaison officer to a counter-narcotics task force at U.S. Pacific Command in Camp Smith, Hawaii. In 2012, he advanced to assistant special agent in charge of the Honolulu Division. Mr. Delacourt earned a Bachelor of Arts from the University of Michigan and a Juris Doctor from Wayne State University Law School.
