Mark Adams has spent the last 25 years as the President of California Receivership Group (CRG), where he has played a pivotal role in addressing and improving conditions at distressed properties throughout California. His extensive experience in health and safety receivership has established him as a leading authority in the field. Throughout his career, he has been appointed by 179 different state and federal judges to oversee the rehabilitation of more than 360 properties across 36 counties and 126 cities. Recently, he has begun expanding his expertise to other states, including Tennessee, Virginia, Texas, and Wisconsin.
Receivership, as governed by the Health and Safety Code, has proven to be an effective tool in resolving property issues that traditional code enforcement measures have been unable to fix. This process addresses both the financial and physical aspects of nuisance abatement without placing a financial burden on taxpayers. Instead, the properties fund the necessary repairs, facilitated by the courts' statutory authority and equitable discretion.
He has developed expertise in dealing with various health and safety challenges at multiple properties, including homes, hotels, apartment complexes, and commercial buildings. His work addresses unpermitted construction, fire damage, seismic threats, rampant crime, unsecured and abandoned buildings, unsafe living conditions, hoarding, pest infestations, asbestos, mold, and other dangerous situations.
In 1999, he became the first receiver appointed under the California Health and Safety Code. This significant milestone followed a tragic incident involving the death of an 11-week-old baby due to the deplorable conditions in a 66-unit apartment complex. This case marked the first use of the Health and Safety Code to address a nuisance abatement issue, setting a precedent for how similar cases could be handled in the future. This event spurred him to establish CRG, offering a comprehensive solution to dangerous properties and relieving affected communities.
Mark Adams has been recognized throughout his career for his significant contributions to health and safety receivership. In 2022, Loyola Marymount University (LMU) honored him with the "Distinguished Entrepreneurial Alumnus Award," the Los Angeles Business Journal recognized CRG as an outstanding family-owned business. Before founding CRG, he was instrumental in the Blue Ribbon Citizens Committee on Slum Housing, which led to substantial expansions in the City of Los Angeles's slum housing inspection program.
His career is grounded in decades of experience in real estate finance, Receivership, and public affairs. He has held key roles such as principal at Civitas Housing Company, Senior Vice President at De Miranda Management, and Director of Public Affairs at Fannie Mae. These positions gave him the foundation necessary for his pioneering work in health and safety receivership.
In addition to his professional achievements, he has mentored many other health and safety receivers in California. He is frequently invited to speak at housing conferences across the country. He also contributed to the California Supreme Court's decision in City of Santa Monica v. Gonzalez by submitting an amicus curiae brief supporting the health and safety receivership remedy.
Mark Adams was born in Chicago and raised in Los Angeles, where he and his wife Janis have raised their three children. As they approach their 35th wedding anniversary, their children have followed in their father's footsteps of academic excellence, with two attending Harvard University. He is also a devoted grandfather, known for his engaging and playful relationship with his grandchildren, including sending daily knock-knock jokes to his granddaughter while she was at camp.
Beyond his professional work, he is committed to giving back to his community. From 2016 to 2022, he served on the National Board of Directors for the Ignatian Volunteer Corps, a nonprofit organization dedicated to serving the poor and marginalized. He also supports St. Monica's Catholic Church and Loyola Marymount University through regular donations. He was a founding director of the Chrysalis Center, a well-established homeless services provider in Los Angeles.
His career and community involvement have profoundly improved the lives of those affected by substandard living conditions. His dedication to health and safety receivership continues to benefit communities in California and other states where his expertise is now being applied.
