should a new car dealer demand that the used car manager make a profit on wholesale units at the...

expense of the new car department?

Absolutely.  You put a value on the used unit when you do the new car deal.  It costs money to inventory the used machine and  the department has an overhead.  No use making the new car deal if you are just going to lose it on the other end.

Well, my point of view in this concern is that it is compulsory to make a profit while making a new car deal. Whenever there is any deal perused by a dealer/manager, the deal is confirmed by making himself as the intermediate between the buyer and the seller. Because of this intermediation, the profit is made and is taken as the commission of that deal..
