According to the owners manual the # 16 fuse is a 30 amp fuse for the windshield
wiper motor , wiper Hi / Lo relay , and wiper run / park relay
In the power distribution box in your engine compartment ( Ford states to disconnect
your battery before servicing anything in the PD BOX - which means your Ranger will
have to relearn its idle , the radio clock and stations will have to be reprogrammed
The fuse box is next to the driver door. You only have remove a few screws from the cover and then can change the fuse. Like viplove said it probably is wise to disconnect the battery, but this may erase all your settings.
Just google for ford ranger fuse box and you will see where in the car and the cover it is located.
