I'm ALMOST certain it is not. People send cards with money all the time as well as subscriptions and payments in the mail.
Yes, it is illegal to send cah in mail. Such individual is advised to send the money throgh wire transfer or bank draft and other better ways.
It is not illegal, just not recommended.
If you do send cash through the mail make sure it is well hidden.
