Well that depends, if you just want a personal website for blogging and what not just go to blogger.com and create an account and type away. Beyond that you'll have to start getting into either learning software, befriending someone who knows software or use something like geocities.com. If you wish to have a business website you can use one of the three options I just listed or find a hosting company that will create a business website for you such as webplusshop.com. "How to create a website" is an extremely vague question. Oh and you'll probably want to go to godaddy.com and acquire the domain name you'd like for your website.

If you want to setup a quick blog there are many free services around including wordpress.com.
You can also try using 'Google Sites' for quick and easy web pages.
