Actually a free website can be created by a .tk or .co.cc domain and heliohost/x10hosting webhost. both these services are free. But there are great chances that they will remove your site after some time, so better to pay for it.
You can use free blogging services like blogger, wordpress, typepad, or tumblr to build a website. They have features that extend beyond just blogging. Webs.com and Weebly.com are also great free hosting services that offer free web building tools. They are easy to use.
