Would the presence of Patent right, help the developing countries move as fast?
Yes their product and many geographical indicators must be protected otherwise being genuinely owned indicators they will lose on royalties plus market also.
I am an Indian, long back we fought battle against USA for patent right of Turmeric and Basmati Rice. We produce these items for thousand of years and have full text of its origin. We won the battle because USA has no such evidences to prove ownership.
Developing nations should form a group to protect their patents and items so they will not lose income by way of royalties .
Recently one European drug manufacturer claimed knowledge of Cumming seed(JIra Indian Name) We produce on mass scale and part of our spicy food and Indian government strongly protested against such move. We will not allow them to claim patents and will fight litigation
with international arbitrator
Unfortunately poor nations have limitations to do so.MNC s are capable to manage governments and authorities in developing nations(kickbacks--wine and dine)
To move fast or slow depends on initiative by developing nations and their regimes.
