    I make site which approved by adsense, when I insert ad code I recieve message:

    1.Sign in to the AdSense account associated with cherqeza@myself.com at www.google.com/adsense.
    2.On the 'Home' tab click the 'Account settings' link in the left navigation bar.
    3.On the 'Account settings' page, scroll down to the 'Access and authorization' section.
    4.Under 'Users with sign-in access', enter cherqeza@asia.com and click 'Invite'.
    but when I made it, there was this text: We apologize for the inconvenience, but we are unable to process your request at this time. Our engineers have been notified of this problem and will work to resolve it.
    Now  tell me what I do?

    How long have you had this issue for? It appears google is under maintenance on this part. You could try to wait for this to pass by. Otherwise, contact google itself. You could also verify that all information you submitted was correct.
