No, once you add Google AdSense, eBay, Amazon, Kontera and other IDs, all previous and future Hubs will inherit the settings - You only add affiliate IDs once on HubPages.
HubPages places the Google AdSense adds on Hubs, but it's up to authors to add capsules for eBay and Amazon to their Hubs and to turn on Kontera.
