How can I get an Adsense account if they declined my first attempt?
When I joined Hubpages I signed up for Google Adsense, but was declined because I had the wrong domain. Now I have the right domain, but Adsense won't let me retry my previous account and also won't let me set up a new one without a different email and information. Do I have to entirely change my email to be considered again?
I recommend contacting AdSense directly, there are a number of ways to contact them to resolve this, but I'd say email is the best way.
My sister had a few problems getting her AdSense account approved, but it finally worked out -- I'm sure it'll work out, just contact Google and they will help you figure out the best course of action.

It´s kind of annoying. I thought I was following all the correct procedures. I have not yet received an email from Google explaining why my app has been rejected.

Hi Hubbers, I checked my account yesterday on August 20, 2016 and to my surprise the Google Adsense has approved my application. It is hardly even two months, when I signed up.
