    Through views, comments, rates and shares (Likes and Tweets). And of course originality and the overall quality of writing and the information also comes to play.

    Of how active it is.

    The more active is it. The higher it will be ranked.

    Comments. views. shares. likes. etc.

    Also the quality of your article plays a big role. The higher the quality. The more activity will it attract if it's a subject a lot of people wish to know more about.

    Selecting a  good topic for hub would be the most important element.

    My understandings are  -
    1. It depends upon the popularity of the hub
    2. It depends upon the keywords used (because I see that even unpublished hub also ranks)
    3. It depends upon the originality of the content
    4. Also the links to that hub
    5. Comments also play a role

    I think, it is based on how people view your hub. If it is useful, interesting, etc. How many people follow you and how many people understand your hub.
