How many Hubs should I create before applying to google Adsense for the first time, to be accepted?
I think that I had 3 or 4. I applied after one or two, I think, then reapplied after a few more, and was pretty much immediately accepted. Good luck!
It may depend on your location. Approval from sources outside of the US and Canada can take longer for approval.
Have about 8 to 10 hubs and apply. More importantly have good quality hubs with original content. Focus on content more than the no. of hubs. You will have higher chances of approval.
