When I do a story like this free printable, I thought it might be easier for people to print out if it was in a PDF format rather than a JPEG.
I think you can upload PDF's as long as they are not too promotional and you give credit for the PDF. I don't see this as different from citations in a hub or photographs. You must be aware of giving credit where credit is due, and you shouldn't use HubPages to promote your agenda. This is part what I "think" and part what I "know". If you are talking about written text I believe that either a .doc or simple .txt is easier since it doesn't require a reader.
If you are talking about photos .jpg is the most universal.
No you cannot upload files to HP. You must first convert to PNG, JIF or JPEG in order to show what you need to. I know that you want persons to be able to download the files you are referring to but that is not possible here.

No I don't think one can upload a pdf file even if its your own.
