    What are the rules about referencing, as in scholarly work ?

    Are permissions required from print publishers for referenced public domain information (e.g. scientific scholarly research) published in periodic journals? Are there rules for including links to other sites directing the reader there for reference purposes?

    Depends. What referencing style are you doing? APA or MLA? Those are the two most common. APA is used by scientists, psychologists, and medical areas. MLA is typically used for english students, and most other courses. APA typically is not the style they teach in schools and is more difficult to remember because of it.
    There are rules of how to put in quotes, how to list references, where to put the information, etc. Go to google and type in which one you need. Press enter, then go to images. There you will find a good look at what you need.
