Once a Hub is named, is it possible to change the title? I found that I have had to delete the entire hub, wait 24 hours, then it disappears from my account. Only then can I start anew with another title. Is there a more efficient way?
You can change the title in the edit screen. It is at the top above the rest of your capsules. If you want to change the URL, you'll have to delete it.

Did some of you noticed an option Title tuner in hubpages? It suggests you how to tune your title to get more traffic. It worked for me. There was 3 fold increase in trafic when I just added a key word hubpages...
