When is the best time to promote a hub on social media?
Do you share your hubs immediately after you publish them? Do you wait for them to become featured? How long do you wait before you re-share them?
I share them right away. It doesn't really matter too much though. What does matter is putting them on Google Plus right away, that will get your page indexed faster than putting it on twitter or Facebook, etc.
I think more about the time of the day than the time passed after publication. I tend to share and publish my stuff around 8pm GMT. That means catching late European traffic along with afternoon USA one.
Yet again I'm rather new and haven't got that much experience in the matter. This is merely something I cooked up with logic.

So, on the one hand, it is said you should promote Hubs on social media: Facebook, Twitter, Google+; and of course, don't get spam-tastic. Maybe use hashtags so the content is more easily found. The other option often suggested is to comment on forums and have your signature there or something...
