I asked this before I think. Even if a UK reader chooses not to be tracked, it appears their location is recorded if the stats are anything to go by. For instance I have a hub that received 200 UK visitors per day prior to the end of May 2018. Now GA traffic gives a result of 20 per day on average. HubPages stats shows that I get 120 UK visitors per day. So why can't they be shown ads?
Maybe for non-tracked EU users, ads could be simply relevant to the context of the page, rather than the profile of the reader?
