I am convinced that it won't work but I've seen people who claimed that they can get Hubpages into Webmaster Tools, and there is no need to verify.
I don't understand what is "no need to verify". There is no way I can get my hubpages site (http://hubpages.com/profile/Dense) in there if it is not verified.
I have managed to get another site in there without any problems.
You can't use Webmaster Tools, as you do not own the domain "HubPages" and do not have access to the root files.
As a site user, you can use AdSense or Analytics.
Although this is true, when you sign up for a EPN account you are taken to a page to upload a root file to confirm your domain here on hub pages. If you were to use this feature in regards to google it may just work. Just a suggestion don't know if it would work though!!!
