To insert links, there is a limitation that ‘a hub includes no more than 2 links to any one domain'. So could I add the same site link to several hubs?
Yes you can, provided the link is relevant to the contents of those hubs. If you indiscriminately link to the same site from all of your hubs or across many hubs, that could be seen as "overly promotional."
I would put the sites rss feed under the comments for each of your different sites.
As WE said, you can - but if you have too many hubs linking to the same domain you run into trouble.

Purely promotional offers and Hubs designed only to promote other sites or businesses are not allowed. In particular, the following actions are likely to get your Hubs identified as overly promotional:
linking repeatedly to the same site within a Hub or across many Hubs
including links to a page that contains largely the same content as your Hub
linking to products or services unrelated to a Hub's content
including more than 2 links to any one domain
I read the FAQ again, and find something that once i ignored.
As to tags, is there a restriction? How many tags per hub is best? The more the better, right?

I have had a hub flagged for overly promotional, I had one embedded link in my text and then I had the same link with a description in a link capsule..I thought the overly promotional was MORE than 2 links to the same domain or a link and RSS to same domain
