Yes. HP initially constructs it from the title, but you can change it right then.
You can also come back later and change the title, but you cannot change the URL. You could delete the hub entirely and make a new hub with the same content, but that's not usually a great idea.
No you cannot create your web address of your hub .It is created by hubpages automatically according to your title
