Any toy that makes you do a double (or triple) take will most likely be a great toddler toy. All my kids, as toddlers, have loved toys that are bright, "touch-able" and fun to investigate. My toddlers were naturally curious so buying toys that double as educational didn't matter. To my toddlers, a toy was a toy whether it was educational or not.

Blocks with Liquid Waves
I'm an adult and *I* want to play with these blocks! You can't go wrong with translucent liquid colors in geometric shapes. These are fun in the light too.
While writing this my youngest daughter saw the picture of these blocks and said "OH - I want to do THAT" and pointed.

Books that Double as a Toy and a Puzzle
I love these "stuck on stories." The characters come with little suction cups on the backs so that you can stick them to the board book pages. Plus, you have to look closely at each character's shape when putting them away (which is a great little hidden puzzle).

Wooden Dress Up Bear Family
This is a magnetic gender-neutral dress up set. We call our set "The Three Bears" because there's a Mommy Bear, a Daddy Bear and a Baby Bear.
Magnetic Dress Up Boy/Girl
I love these magnetic dress up doll/figure sets. The fireman is great for boys and the Julia doll for girls. We have several of the girl dolls at my house, and my girls both love them. They stand up and their clothing sticks to them by magnetic force.
Chunky Dot Paints
These paints are perfect for small hands, and there's very little mess. We love them at our house, and also use the dot marker coloring books (where you just color in all the dots on a sheet).
