Why Have It?

When does time change? And why? Daylight savings time has had a lot of changes all throughout history. Needless to say I'll spare you of the long timeline of the idea and speak about the current state of the policy. In its current state, an amendment was passed back in 2005 called the "Energy Policy Act of 2005". This policy can be located in section 110 of the constitution, which talks about another amendment called "Uniform Time Act of 1966".
