    Why does some snow fall as light powder and some as hard little pellets?

    It all depends on the temperatures and the upper air temperatures. The pellets you talk about are known as graupel and are more on the side of hail than snow. Light powder generally falls when the temperature is a considerable amount below freezing. For example in my area last night it was -5c and snowing and the snow was very powdery.
