If the weather is nice you can go to the park, have a picnic, take a walk around town.  All free things.  If you have a backyard and some camping gear you can also "go camping" right in the backyard. During bad weather days where you have to stay inside, doing something fun like baking cookies or some kind of craft activity is always good.  You can also go to your local library and hang out in the children section especially to get your kids into reading.

Living near a beach or a lake where you can go swimming is always good or the public town pool as well.  Also, look into what your town/city offers in terms of recreation. Almost every town I know has a recreation center that offers cheap or even free activities like ballet, basketball, swimming, etc.

There is also your local YMCA which has cheap or free activities for kids.

Beside letting your kids chill out at home and letting them just simply do nothing so they can have freedom to get bored (which is good in our overscheduled lives) try going to the beach, park with water feature, park. In most big towns there are free museum days and you can go for free there. Try making playdates with their friends in your house or theirs or in the park. You can get a cheap kite and enjoy that, too. Let them offer their own ideas.

We always love going to the local library and browsing for books. Another good idea is to go for nature walks or try geocaching.

tie them up and leave them in the closet.  All you have to pay for is the rope.   :-)

Getting children to read is a challenge faced during school days. If you have books with pictures, then you can get them out, pool books from friends and start a small library.
Alternatively, you can get the newspaper, magazines, cut pictures and stick them together to make a story. Kids will love it. All it costs is a sheet of paper, glue to stick and pens to write. It will develop the child's creativity.
    Good luck
