Well the people on the tip top would be okay but the rest of us would fall off and just drift around space until we came in contact with a flat stationary object. The first few would go splat but then we'd start landing on top of each other and survive the 'soft' landing. From there we'd exploit our new flat home until it finally collapsed in the center and sent us drifting through space again. I can see this as a never ending cycle of exploitation and collapse. Sound familiar?

National Geographic Channel had a TV show called "Aftermath" that had an episode When the Earth Stops Spinning that details this if it slowed down over months.
If it happened in minutes, the surface of the Earth rips off the still rotating core and all life ceases.

The physics of it say we cannot stop the Earth's rotation abbruptly, without some external forces like striking a comet... It can slowly slow down like a spinning top. It will start to wobble and the days will get longer and the weather will change dramatically as our seasons but more extreme. Over time, the earth will probably loose its water mostly due to evaporation. Life as we know it will cease to exist. The earth conditions is a delicate balance, between the sun, the he moon and the position of the Earth, any small change in any three will change the life on Earth.
