"Storm Alert" KTS scale from 100 to -100 : I don't understand

Looked up KTS which is winds measured in knot from 0 to 16. But this scale on the left hand side says 'RF' at the top which underneath says 'KTS' and then a scale from 100 to -100. No there is no -100 knot winds - so does this mean?? The different colors are for the symbols that look like a slice of pie for forecasting future track of the ... what? the winds? No help from app no can contact. no help menu or nothing. Please send link or tell me. Thanks

I found the meanings of the red trapazoidal  block (flood &gt; 3') and the green block  -  just don't understand why the tracking pies for KTS are

I think your confusion is in the way you're looking at the scale. The KTS scale is the line of colors. That tells you the intensity of the winds in those color ranges. The RF (representative fraction) is the 100 to -100 scale and is not related to the KTS scale. They just happen to be sitting side by side. The RF scale is showing you the 0 point which looks like it's the red area and the the other numbers are the distances away from the 0 location.
On the other hand, this is just a guess from the reading I've been doing and it could be that you have a photo of an alien landing site where they're running experimental negative wind velocities as a precursor to taking over the world. Pesky aliens...

Good video but it was talking about relative velocity. The map you have says RF and that's a map scaling reference. Try this video
