    The amendment says you can keep and bear arms. By that token you probably can keep a gun without actually owning it. In the early days of the Minutemen, many members of the militia were issued weapons "owned" by local governments kept in armories and distributed when emergencies arose.

    If a right enshrined in the bill of rights can be taken to mean you don't have it, we have no rights.
    So yes, your right to self defense and own a gun for such a purpose means you have the right to privately own a gun.
    If you can only have a gun when the state gives it to you, that is a police state because only police and soldiers and a corrupt elite will have them otherwise.
