for the most part, yes, the trombone has always been made of brass.
nowadays, some historically accurate sackbuts (medieval and renaissance era sliding instrument) and classical trombones (sackbut with a flared bell) manufactured today can be ordered entirely in sterling silver. some moedern trombones can be ordered with copper or sterling silver bells. for a long time, F E Olds used to make a line of trombones (I think it was the opera line) that were made entirely of nickel silver.
