Quinoa should be stored dry until ready to use. Then soak it for 1-2 minutes in water. I use a strainer in a bowl and lift the strainer up and down to get the starch out. Once soaked, it should be cooked immediately. I've never stored it after soaked, but would think it would affect the consistency.
