Think about the occasion, then go from there. Think about color, flavor and theme.
You could keep the cupcakes plain and decorate the wrappers
go monochromatic: blue icing with blue sprinkles, red icing with red sprinkles etc
make your own toppers: cut out shapes from paper or fabric, and use stickers attach these to a toothpick and stick them in the cupcakes
