The Best Level 4 and Lower Yugioh Monsters
Level 4 and lower Yugioh monsters can be Normal Summoned without any requirements of Tributing other monsters you control. Level 4 and lower monsters tend to have great effects and that is what gives them value. I want to show you all of the Level 4 and lower monsters that I use in my Decks as well as others that I don't have, but could be an excellent part of your Deck. If you are looking for the best Level 4 and lower Yugioh monsters, then you are at the right place.
Why Is Shocktopus So Good?
Shocktopus is a Level 4 Effect Monster with 1600 ATK and 800 DEF. So, Shocktopus has good ATK for a Level 4 monster, and decent DEF. When Shocktopus is destroyed by battle and sent to the Graveyard, then you will see some awesome results. Shocktopus equips onto the monster that destroyed it (Shocktopus) by battle, reduces that monster's ATK to 0, and prevents your opponent from changing that monster's Battle Position. Since 99% of all monsters attack in Attack Position (excluding cards like Total Defense Shogun), that monster will have 0 ATK and your opponent won't be able to change its Battle Position. So, if one of your monsters attacks and destroys the monster equip with Shocktopus, then it is the equivalence of a direct attack!
Why Is Pitch-Black Warwolf so good?
Pitch-Black Warwolf is a Level 4 Effect Monster with 1600 ATK and 600 DEF. So, the ATK is good, and the DEF is slightly under decent. You can have all of your monsters attack your opponent without worry of their Trap Cards. Any kind of restriction put on your opponent is always a good advantage.
Why Is Needle Worm So Good?
Needle Worm is a Level 2 Flip Effect Monster with 750 ATK and 600 DEF. Those stats are decent for a Level 2 monster, but Needle Worm's effect is what makes it so special. When flipped face-up (FLIP), Needle Worm forces your opponent to discard the top 5 cards of his/her Deck. If a Deck consists of 40 cards, and each player draws 5, that's 35 cards left in that Deck. Then, Needle Worm takes 5 of those cards away, so then your opponent would have 30 cards left in his/her Deck. Eventually, your opponent will lose the duel if you stall for time or use multiple Needle Worms.
Why Is A/D Changer So Good?
A/D Changer is a Level 1 monster with 100 ATK and 100 DEF. When A/D Changer is in your Graveyard, you can banish it to change the Battle Position of 1 monster that your opponent controls. This effects works amazingly well with strong cards like Rainbow Dark Dragon (4000 ATK and 0 DEF). A/D Changer protects you from 1 attack (when destroyed by battle) and then allows you to change the Battle Position of 1 monster that your opponent controls anytime you want.
Why Is Cyber Larva So Good?
Cyber Larva is a Level 1 monster with 400 ATK and 600 DEF. Normally, you would lose a lot of life points if an Attack Position card with Cyber Larva's ATK was attacked and destroyed by a much stronger monster. However, that is not the case with Cyber Larva. If Cyber Larva is targeted for an attack, you take no Battle Damage for the entire turn. Your opponent can still attack, but your life points are safe. Also, if you want to, when Cyber Larva is destroyed by battle and sent to the Graveyard, you can Special Summon 1 Cyber Larva from your Deck. Protect your life points now with Cyber Larva.

Why Is Drillago So Good?
Drillago is a Level 4 DARK Machine-Type monster with 1600 ATK and 1100 DEF. If all of your opponent's monsters have 1600 or more ATK, then Drillago can attack your opponent's life points directly, and 1600 points right off the bat would be a great start against your opponent.

Why Is Armored Bee So Good?
Armored Bee is a Level 4 WIND Insect-Type monster with 1600 ATK and 1200 DEF that "stings" your one of your opponent's face-up monsters once per turn. Atomic Firefly's weak stats make it easy to destroy, so your opponent is going to have to be careful.
Bird of Roses
Why Is Bird of Roses So Good?
Bird of Roses is a Level 4 WIND Plant-Type monster with 1800 ATK and 1500 DEF with an awesome effect. When Bird of Roses is destroyed by an opponent's attacking monster while Bird of Roses is in Attack Position, you can Special Summon 2 Plant-Type tuners from your Deck in face-up Defense Position. That is two tuners that can help out with 1 Synchro Summon each. You will most likely lose life points if you use Bird of Roses' effect, but the reward is much higher than the cost.
Why Is Black Stego So Good?
Black Stego is a Level 4 EARHT Dinosaur-Type monster with 1200 ATK and 2000 DEF that changes in Defense Position when it is attacked. Well, what does that have to do with anything? The answer is that if your opponent has 1 weak monster with 600 ATK and every other monster on their side of the field has 2000 ATK, you can have Black Stego attack the weaker monster and destroy it. Then, when the monster with 2000 ATK attacks Black Stego, it changes to Defense Position when its DEF is 2000. That 2000 DEF can withstand the 2000 ATK, so it is a stalemate. You were able to make your opponent lose life points without losing life points yourself even though your monster was one of the weakest on the field.

Why Is Chiron The Mage So Good?
Chiron The Mage is a Level 4 EARTH Beast-Warrior-Type monster with 1800 ATK and 1000 DEF that allows you to discard 1 Spell Card from your hand to destroy 1 Spell or Trap Card that your opponent controls. Lord Poison is a Level 4 WATER Plant-Type monster with 1500 ATK and 1000 DEF. Lord Poison only works for a Plant-Type Deck, but it has a great effect for those Plant-Type monsters. When Lord Poison is destroyed by battle, you can Special Summon 1 Plant-Type monster from your Graveyard except for Lord Poison. Lord Poison protects your life points and gives you another monster to protect your life points as well. However, 1 Plant-Type monster means ANY Plant-Type monster. You could Special Summon a Level 1 Plant-Type monster, or you could Special Summon 1 Level 12 Plant-Type monster. Also, that Plant-Type monster can have any ATK. So, you could Special Summon 1 Plant-Type monster with 3000 ATK if you could find one that is that strong.
Shine Knight is a Level 3 monster with 400 ATK and 1900 DEF that is one of the few monsters that can automatically change its Level. Why Is Feedback Warrior So Good?
Feedback Warrior is a Level 3 monster with 800 ATK and 700 DEF. When Feedback Warrior is Normal Summoned or Special Summoned, you can make 1 monster on your side of the field become a Level 3. Feedback Warrior allows you to XYZ Summon right away as long as you have a monster on your side of the field because Feedback Warrior is a Level 3 monster, and it's effect allows you to make another one of your monsters become a Level 3. With this strategy, you can XYZ Summon Grenosaurus, Number 17: Leviathan Dragon, or any other Rank 3 XYZ Monster that you have.
Why Is Penguin Soldier So Good?
Penguin Soldier is a Level 2 monster with 750 ATK and 500 DEF. When Penguin Soldier is flipped, it's FLIP effect activates which allows you to return 2 monsters on the field back to the owners' hands. The important factor about this card is that you CAN use this effect on UP to 2 monsters. If your opponent only controls 1 monster, and you don't want to return any of your monsters back to the hand, you can only return that 1 monster to your opponent's hand. Penguin Soldier can dismantle your opponent's side of the field and leave your opponent wide open for a direct attack.
Why Is Cyber Jar So Good?
Cyber Jar is a Level 3 monster with 900 ATK and 900 DEF with a special Flip Effect. When flipped face-up, Cyber Jar destroys all monsters on the field. I only use Cyber Jar when I have no monsters on my side of the field or during the beginning of the duel if I have some good Spell and Trap Cards.
Why Is Noisy Gnat So Good?
Noisy Gnat is by no means a strong monster since it is a Level 2 monster with only 700 ATK and 300 DEF, but by discarding this card from your hand, you can increase the Level of 1 face-up monster on the field by 1 until the End Phase. While giving yourself a better chance of XYZ Summoning or Synchro Summoning strong monsters, you can also use Noisy Gnat to spoil your opponent's plans of synchro Summoning and XYZ Summoning as well.
Why Is Silent Strider So Good?
Silent Strider and Noisy Gnat are both Level 2 monsters, but everything else about them are different. Silent Strider has 300 ATK and 700 DEF, and by discarding this card from your hand, you can reduce the Level of 1 monster on the field by 1. Again, you can give yourself a better chance of Synchro Summoning or XYZ Summoning a stronger monster, or you can spoil your opponent's efforts to XYZ Summon or Synchro Summon a stronger monster.
Why Is Marauding Captain So Good?
Marauding Captain is a Level 3 monster with 1200 ATK and 400 DEF with an outstanding effect. When Marauding Captain is Normal Summoned, you can Special Summon 1 Level 4 or lower monster from your hand. If that monster is a Level 3, then you can XYZ Summon with Marauding Captain right away! You're also matching up two monsters' Levels by reducing one of them by 1, so you can XYZ Summon at the same time!
Why Is Kurivolt So Good?
Kurivolt is a Level 1 monster with 300 ATK and 200 DEF. During your Main Phase, you can detach 1 XYZ Material from an XYZ Monster and then Special Summon 1 Kurivolt from your Deck. You can use this effect multiple times until you have 3 Kurivolts on your side of the field. None of the Kurivolts can be used as Synchro Materials, but since they are all Level 1 monsters, you can XYZ Summon a Rank 1 XYZ Monster such as Number 83: Galaxy Queen who has a great effect.
Key Man The Key Warrior
Why Is Key Man The Key Warrior So Good?
Key Man The Key Warrior is a Level 2 monster with 1000 ATK and 500 DEF that can change itself to a Level 3. Why Is Bacon Saver So Good?

The effect of Bacon Saver can only be used once per duel, so use it wisely. However, this card's effect can be used at any time.
