Is happy always the prime directive for the new year?

of all words, it is "happy" chosen to goalify the prime directive for the coming new year... "happy:, the highest priority, no matter how that individualizes: find the right partner, the right job, hey, there's nothing that qualifies it can not be pulling the wings off of flies...  and the "positive" and the "gratitude", feel they must be chosen year after year after year, and if so, it must be because we imagine and feel their opposites, threatening to take us over should our "positive" and "gratitudes" drop, and if they take us over... what? Depression? Fanciful nightmares vaguely defined?

Happiness is a choice.  An "attitude of gratitude" and faith in the divine order of things, no matter what contrast we see between what is and what we envision as ideal can go a long way toward what we seem to brand as this "elusive happiness."
