Could you please publish the correct capitalization rules for the following sentence?
Dr. Jane Doe, director of the Department of English, co-authored a book. Should the Department of English be in caps?
If the correct name of the department is "Department of English", then it should be capitalized. If, however, the correct name of the department is not "department of english"; but, something else instead, then it should not be capitalized.
Dr. Jane Doe, Director of the Department of English, co-authored a book.
If you had said, "the English department", it wouldn't all be capitalized. In this case, "Director of the English Department" is a proper title. All nouns in the title are capitalized, i.e., "The Director of the Department of English at Stanford University, Dr. Jane Doe, spoke yesterday at the US Senate..."

I'd love to know what hubbers think on this topic. I started writing my titles mostly lowercase after writing on a site that directed writers that way. However, does it matter -- and how do you decide?
