Definitely! lighting & color does influence interior design. I recently re-decorated my living room using a light shade of yellow in a room that had all shades of olive green. The result is spectacular! It inspired me to write some hubs on the subject of colors in home decor.
It's amazing what a change of color and additional lights can do.
My answer is "yes!" In my opinion lighting and color are critical to interior design. If a color choice for a particular room is all wrong and then that same room is poorly lighted -- that's a basic recipe for disaster decorating. It's been proven that people (and their moods) are seriously affected by color and llighting so poor choices will affect everyone that enters that room -- and most likely -- negatively.
