I believe it is a place under direct sun. if so you can use monarda, Stachys macrantha 'Superba' or Purple coneflower. You can compose them or to use just one of them. I have monarda in a garden and even wrote a hub about this lovely perennial.
Ground covers are used in place of grass. Google to find a hardiness zone map. The map wills tell you what zone you live in because sometimes a perennial can be a perennial in one state and an annual in another state.
I agree that cone flowers work beautifully! I would mix some other ground covers in for variety. flashmakeit is right, a zone map will lead you to what you are looking for. I wrote a hub about planning a garden recently too. There's even a zone finder link in it. Hope this helps.
