    If a flourescent bulb is so stuck it won't rotate in the ballast, can I squirt it with WD-40 to loos

    If you are speaking of a 4 foot tube, it is stuck in the "tombstone"  not the ballast and you should be able to rotate the tube by turning from both ends.  If this is a compact fluorscent, it may be stuck in a ballast that is then screwed into the socket.

    Breaking the compact fluorescent lamp to use the old potato trick is not a good idea.  Just throw them both away.

    As to the oil idea - no.
